Program Manager at Sev1tech, Inc.

Sev1Tech is looking for an experienced Program Manager to support the Navy’s Tactical Network (TACNET) program based in Norfolk, VA to provide routine and emergent fleet technical assistance which affect operational readiness.

 

Roles and Responsibilities:

  • Provides oversight of large, multi-functional project teams, in an information technology environment across multiple regions (Mechanicsburg, PA and Yorktown, VA as well as multiple remote team members).

  • Plans, coordinates, and directs administrative activities, program control, and technical personnel involved in providing services in fulfillment of the contract, including software development, customer support/help desk, cybersecurity, configuration management, infrastructure, and audit support teams.

  • Responsible for the overall management of specific project tasks ensuring that the technical solutions and schedules are implemented in a timely manner.

  • Oversees all contractual responsibilities and delivery of all contract deliverables.

  • Leads and manages projected team tasks and work flow, enforces procedures, creates and tracks budget, coordinating technical support for customer.

  • Provides guidance on transition from legacy waterfall lifecycle to Agile/DevSecOps/SAFe mindset across all teams.

Minimum Qualifications

  • Fifteen (15) years of technical experience in Engineering to include: Equipment Support, System Support and Programmatic Support. 

  • Eight (8) years Program Management Experience to include:  Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning. 

  • Five (5) of those years shall be at a supervisory level for engineering management of Naval electronics and communications equipment and systems. Supervisory experience shall include developing program metrics, budgets and schedules and coordinating efforts of multiple task activities. Experience must include knowledge of Federal Acquisition Regulations (FAR) and DoD procurement policies and procedures. 

  • Bachelor’s degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business.

  • Strong management and leadership skills, written and oral communications skills; experience in Government acquisition; familiarity with industry best practices; and Government contract and subcontract management.

  • Experience leading a multi-functional project team in an information technology environment, to include management of subcontractors.

  • Clearance: A DoD Secret Clearance is mandatory upon start.

  • Ability to juggle and prioritize multiple tasks within a collaborative team environment.

  • Demonstrates flexibility and willingness to do what it takes to get the job done.

  • Demonstrated ability to communicate effectively both verbally and writing.

Desired Qualifications

  • The PM is desired to have experience overseeing and managing System Configuration, Technical, Logistics and Material Management, System Engineering, Training, Configuration Management and Management support services in providing the Naval Information Warfare Center Atlantic (NIWC Atlantic) Tactical Networks (TACNET) Deployment Integrated Product Team (IPT) services and solutions in support of mission capabilities within its Portfolio mission areas.   Facilities management, Government Acceptance Testing (GAT), pre-installation testing and check out (PITCO), system configuration, integration and modification, installation planning, quality assurance, production, technical services and materials, engineering, engineering design functions, maintenance services, in-service engineering agent, System Operational and Verification Testing (SOVT), inventory control, integrated logistics, packing, handling, storage and transportation (PHS&T), logistics element management, technical documentation development, training and curriculum development, on the job training (OJT), and configuration management.   

  • Knowledge of electronic, computer and virtualized systems comprised of, Consolidated Afloat Network Enterprise Systems (CANES) / Operation Rolling Tide (ORT), Automated Digital Network System (ADNS), Combined Enterprise Regional Information Exchange System-Maritime (CENTRIXS-M), SCI Networks (SCI-N), Submarine Local Area Network (SubLAN), Network Management System (NMS),  Integrated Shipboard Network Systems (ISNS) and other systems related to Navy Information Warfare Systems Command (NAVWAR), Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I), Program Manager, Warfare Offices (PMWs), Military Sealift Command (MSC) and United States Coast Guard (USCG).
